PROFESSIONAL EXPERIENCE
Geographic Information Systems Professional:
Certification # 14710
GIS Administrator/Architect
July 2014 – September 2019
Cynergies
· Managed a team of 3 system administrators and assisted with Agile, 2-week sprints, or Waterfall project management over multiple projects in an ITIL framework propelling the $3.2 billion annual revenue agency into an industry trend setter and leader that oversees $115 billion in assets
· Worked as an enterprise architect, geographic information systems (GIS) administrator, Windows system administrator, system analyst, system integrator, data analyst, GIS analyst, subject matter expert, and assisted with project management over multiple .NET, Javascript and Leaflet projects through the SDLC process
· Worked in multiple roles on the agencies first enterprise field data collection system, Collector for ArcGIS, greatly improving agency knowledge of assets, streamlining antiquated or analog workflows and saving an estimated $10 million annually in maintenance or resource costs.
· Instituted the agencies first use of federation using ADFS which extended user authentication options using Active Directory and ensured the single sign-on (SSO) experience as part of the field data collection system, Collector for ArcGIS
· Worked in multiple roles establishing the ESRI Roads & Highways enterprise application in the agency which is the agencies most critical asset data system for the road networks. Helped clean-up the data and design the centerlines, routes and calibration points for the LRS Network along with designing 35 event layers for the network. Oversaw and maintained the Oracle database, ArcServers, Portal for ArcGIS and Event Editor applications used with R&H.
· Established the agencies first Azure cloud application using Infrastructure-as-a-Service (IaaS), Software-as-a-Service (SaaS) and Platform-as-a-Service (PaaS) to build an integrated system leveraging business intelligence in PowerBI with GIS solutions setting an industry first of its type system and improving decision making processes resulting in 3-year savings of $400 million
· Member of the agencies first Data Governance project and on the Data Governance board focused on data quality, policy, organizational/strategic alignment, data accessibility and distribution, data usability, systems integrations, privacy and security, metadata and documentation, performance and risk management, service delivery, IT collaboration, knowledge management, data awareness and outreach, resource allocation, and data tools or analytics
· Built and maintained ETL’s (extract/transform/load) using ArcGIS Model Builder; created and maintained custom python scripts and tools; designed and helped maintain multiple Oracle or SQL database and spatial database environments that supported each of the various projects
· Implemented FME Server 2016 and FME Desktop 2016 and assisted with ETL’s for data needs that were automated in FME Server; administered the FME Servers and performed upgrades to 2017 and 2018 versions
Reverse engineered ESRI default processes to leverage current SQL Server FILESTREAM capabilities for industry best practices, standards and Enterprise scalability when storing file attachments through ArcSDE geodatabases
GIS Mapping Technician
January 2014 – July 2014
Lorain-Medina Rural Electric
· Imported CAD based data sets into ArcGIS to build the database and geometric network necessary to establish a connectivity model and data of interest over the 1,600 miles of service line for 16,500 customers
· Produced a fully connected model from distribution point down to the service points that are exported to Windmil by Milsoft and the Outage Management System (OMS) from NISC providing huge accuracy gains in outage reporting and load management
· Rapidly learned the NISC Customer Information System (CIS) and began correcting issues within the CIS database to increase outage management reporting as well as clean up the CIS database to establish link fields for eventual SQL syncing between the GIS and CIS
· As a result of attention to detail 9 capacitors, 4 regulators and 33 oil circuit re-closers (OCR) were cleaned out of equipment inventories; 2 capacitors, 1 regulator and 14 OCR’s were removed from the grid and refurbished/scrapped saving the company approximately $18,000 per month
Geospatial Manager and Analyst
July 2005 – January 2014
US Army
· Managed soldiers on geospatial teams responsible for supporting units with 5,000 + soldiers
· Army wide leader and innovator of system and data or data analytic firsts to improve return on investments (ROI’s), resource and asset management while implementing standardization
· Sent to DC to assist the military in defining what the future of GIS servers and web capabilities would be while also being involved in R&D efforts with major defense contractors to define future GIS technologies
· Regularly taught and trained groups of soldiers, contractors and DoD civilians on GIS theory, best practices, software and hardware
· Responsible for maintaining approximately $10 million worth of equipment over career
